MCP JSON-RPC over HTTP

JSON-RPC 2.0 MCP. initialize, tools/list and tools/call: three original tools, read-only projections of /v1 reads, and three draft-and-test tools that run the existing create-agent, edit-draft and run-tests routes, and the eight phone tools of a personal phone plan. Needs agents:read to connect; each tool also names the scope it needs. Nothing on this route publishes or deletes, and a call or text leaves only through a phone tool, with the signed approval its preview issued.
